Restart php container when installing a website (OLS) [RELEASED]

I recently installed a website and noticed that the WordPress admin autologin wasn't working. I had to restart the PHP container for it to work.

There's currently an easy way to do it, with just the click of a button, but it would be very timesaving to have Enhance automatically restart the PHP container after adding or removing a website.

This is for OLS.

OLS was already restarted when a website was added but the SSO requires a .htaccess to be written if permalinks are not already enabled and that wasn't being picked up by OLS until the next reload. However if you update to appcd 2.2.0 we have a new feature that will monitor for .htaccess changes and send the appropriate signal to OLS to reload.

I did tried it before 2.2.0 and though it was a PHP issue.
I'll try again soon.
