phpMyAdmin SSL issue

I am getting SSL error with phpMyAdmin. When in enhance I can see the phpmyadmin.domain name website and can see the SSL cert under security tab for it. I even renewed it and had no problems. When I go to the URL though or test the cert the server is not using it. There is also not a way to restart PHP for this site as it says The feature you are trying to access is not available on this website.

Was hoping not to have to reboot full server but if needed will have to do that.

SSL is applied instantly to phpMyAdmin in the same way it is for other websites. There should be no need to restart anything.

Are you using any kind of proxy/WAF? This is the most likely culprit.
