How small and weak? This isn't lightsail is it? Any provider that hard throttles continued CPU use will have issues with the installation. CPU usage on a small VPS will be very high for several minutes during the last part of the installation. Depending on how the provider throttles the CPU, it could cause issues.
I'm running on a small VPS on both Linode (not dedicated cores and below min requirements) and Hetzner (dedicated cores) and there was no issue. Both installed in under 10 minutes.
One thing to note is after the install script technically finishes the interface is pretty flakey on really low end servers at first. For example, if you choose to install webserver role and database role, the database role will fail to install. Add one role at a time and wait a few minutes between lol. After that no issues whatsoever. On slightly above recommended requirements on a modern/not throttled CPU this isn't an issue at all.
