Supported PHP versions on a per package level [RELEASED]

Ability to select the supported php versions on a per package basis + the ability to select the default version for all new sites added to that package.

Ie:
Package 1: Available 7.0, 7.1, 7.2, 7.3 and 7.4. Default 7.4.
Package 2: Available 7.4, 8.0 and 8.1. Default 8.0.

memory_limit
upload_max_filesize , post_max_size
max_execution_time, max_input_time

PHP-FPM settings like
pm.max_children

Plesk does this per plan and we found it useful. why ? because some packages like woo need more resources by default.

As a addition, i would love to be able to switch all users on a server to a newer PHP version, or maybe per package, with 100's of sites on one server it would help us a lot.
