I've noticed that lately most of the shared web hosting packages offer number of CPUs and memory. It's obviously resources limit, like Enhance offers, and not reserved resources.
Is this actually the new standard?

wav3front More common now yes. Largely saw massive uptick with CloudLinux. Helped the host cram more on to servers because a single site couldn't then consume what they wanted which would/could cause issues.
