If you want 10 VPS's you'll install Enhance on all of them. One will be the control panel, but all of them will use 15-20GB disk space for the base installation. And that's only initially, even with just one small wordpress site somehow it'll grow to 25-30GB over time with fat trimming being a major challenge.
Getting one bigger VPS with for example 16 core, 16GB ram and a large disk will save you about 150GB of wasted install diskspace across the VPS's. And it'll be easier for server admin off course.
And yes, on that one bigger VPS you can make resource limited packages. But still, if the one VPS goes down, everything is affected. If 1 out of 10 smaller ones goes down, 90% is unaffected. Your choice.
