Not, unfortunately. It's like eating your meal and then afterwards wanting to take a photo of it.
Your cluster doesn't know the server is gone, just that it went offline. And whatever is now on that IP doesn't have the correct trust relationship to go online in the cluster and take up that role again.
Your control panel needs to communicate with that server in order to agree to drop out of the cluster by decommissioning and then deleting, before actually reinstalling the server and software and officially rejoining.
