Server selection issue

When creating a new account, the settings only offer three options (least load, least websites, random). As a result, account creation always assigns the Application and Database roles to my Panel server instead of my APP server, which is intended for these roles. My question is: how can I configure the system so it does not select my Panel server for new accounts?

in the enhance gui:
select 'servers'
select the panel server
scroll down to 'roles' and select 'application'
click the 'disable placement' button

repeat for the 'database' role
