Yes, those limits won’t give you a stable experience on Enhance. I’d suggest using the “typical hosting” limits from CloudLinux’s guide:

Avoid the “high end” profile unless you’ve got far more cores and RAM to spare.
As for cPFence, the old blacklisting feature is now deprecated. Instead, enable the AutoMySQL module with:
cpfence --owl-automysql-on
This will monitor and apply actions automatically. You may see a short spike in usage when clients get a traffic surge, but it will settle quickly and they won’t notice downtime. Just make sure you adjust your Enhance limits first, otherwise no amount of automation will keep the server stable.
Also be sure the LiteSpeed plugins are active, Redis is enabled both in Enhance settings and in the LiteSpeed plugin, and the “Advanced” profile is applied in the LiteSpeed cache plugin for best performance. For abusive sites, you can also enable Cloudflare’s “Managed Challenge” for all countries except the client’s own, which helps filter out junk traffic without disrupting legitimate visitors.
