Nginx FastCGI cache screen should be under Optimization Tab

This is just a suggestion that Nginx FastCGI cache UI should be moved from Developer Tools to under Optimization tab under OpCache option along with the Purge Cache button as its essentially an optimization setting and not a Developer Tool. The rewrites however is a developer option and should be under Developer Tools itself.

This gives a clear bifurcation.
