I plan to use a separate server just for the mail role. What I want is, when a new website is set-up automatically (for example via UpMind) the server role for the site will always go to one server.
Can i accomplish this by only having the mail server role to one server and not the others?

You should install the Email Role only on the server where you want it. You do not need to install Email Role on your Application or Database server

Keeping email off the webserver is a very smart thing to do.
Correct. The most crucial thing that's missing now is to be able to move the panel role to another server.
What happens (now) if the server that hosts the panel goes down? How does one recover?

Agree, hopefully the team is busy focusing on this issue and testing it thoroughly. Most of us are doing snapshots and keeping a backup on hand.
