DracoBlue it's not your specific IP that's the problem, it's that your service provider has had their entire ranges of IPs added to blacklists due to them being known for selling services to spammers.
There's generally no way for users (like you) to get removed from this type of block. It's up to the owner of the IP to get delisted, which they generally CAN'T, because it would require taking steps that would be detrimental to their business.
You can try finding a service provider that has clean IPs, but that's extremely rare. You could buy or lease your own IPs, but that's also expensive and carries other risks/responsibilities.

Netcup sells services to spammers. RBL maintainers add Netcup entire owned IP ranges to their blacklist. Now all Netcup IPs are tainted... It happens to pretty much every company that sells server services and let's their customers send emails.
