Like others have said, I disagree.
You should already have network monitoring tools in place, Observium and LibreNMS as two, free options. Both support alerting. Other paid-for options exist.
Either do this at switch level or server level, whichever is best.
Enhance has a far greater list of needs which lots of people need and want now. Your requirement is extremely niche.
