xyzulu maybe a typo and it was meant to be 1440? That is used quite a lot.

1400 has always been the default, it's just that the UI forced a TTL to be selected for each new record (and all records in a new zone defaulted to 86400) so it was never seen. The purpose of this release is that you can set the default to anything you want through the UI without needing to use the API.

Where is this overrides panel?

In the website list, click "..." then "overrides". These are admin-only settings that are not available to the customer.
